Kenny Carothers, BS, CERP
President
Kenny is an ecologist and environmental consultant with more than 35 years of experience in ecological restoration, environmental permitting, and regulatory compliance. His work has focused on the Clean Water Act, Endangered Species Act, and National Environmental Policy Act, with particular expertise in conservation and mitigation banking and watershed-scale restoration.
As President of Headway Environmental, Kenny provides executive leadership for multidisciplinary teams delivering restoration and nature-based solutions projects for federal, state, tribal, and private-sector clients.
Kenny serves on the Board of Directors of the Ecological Restoration Business Association (ERBA) and is a Certified Ecological Restoration Practitioner (CERP) with the Society for Ecological Restoration.
Lee Forbes, PE, DWRE
Director - Ecological Restoration Engineering
Lee is a consulting civil and environmental engineer with more than 35 years of experience. His work has focused on sustainable watershed and water resources management practices and technologies, with particular expertise in fluvial geomorphology, nature-based solutions, and ecological restoration design.
Lee has managed and served as lead design engineer on numerous watershed and geomorphic assessments, natural and ecologically enhanced channel design projects, wetland restoration efforts, and hydro-dynamic modeling projects across the United States.
Lee is a registered Professional Engineer in multiple states and a Diplomate of Water Resources Engineering (D.WRE).
Shanna Kistler Moffa
Office Principal-Headway Central
Shanna serves as Office Principal of Headway’s Central region, where she leads firm operations with a focus on organizational efficiency, collaboration, and sustainable growth. She is a biological engineer with more than 10 years of experience, with a professional focus on watershed and fluvial geomorphological assessments, stream and wetland restoration, water resources engineering, NEPA compliance, environmental permitting, and natural channel design. Shanna has managed complex, multidisciplinary projects for a wide range of clients, including state and federal agencies. In her role as Office Principal, she is responsible for overseeing day-to-day operations and supporting cross-disciplinary teams to ensure consistent, high-quality service delivery.
Ben Klink
Office Principal – Headway Southwest
Ben serves as Office Principal of Headway’s Southwest region, where he leads regional operations with a focus on organizational effectiveness, collaboration, and strategic growth. He brings more than 16 years of experience in natural resource management, spanning senior roles in private consulting and state government. His professional focus includes NEPA compliance, environmental permitting, biological programs, and multidisciplinary project delivery across the energy, mining, renewables, infrastructure, and land management sectors. Ben has managed complex projects for a diverse range of clients, including state and federal agencies, and supports cross-disciplinary teams to ensure consistent, high-quality service delivery.
Meaghan Davis
Senior Botanist / Project Manager
Meaghan serves as a Senior Botanist and Project Manager at Headway Environmental, bringing extensive experience across the Great Basin and western United States. Her professional focus includes sensitive plant surveys, vegetation and reclamation monitoring, ESA and state-listed species compliance, and GIS-supported data analysis and reporting. Meaghan has supported and managed complex, multi-phase projects for a range of clients, including federal and state agencies, and is known for delivering high-quality technical work that supports effective regulatory compliance and project decision-making.
Tessa Behnke, PhD
Senior Wildlife Biologist / Project Manager
Tessa serves as a Senior Wildlife Biologist and Project Manager at Headway Environmental, bringing nationally recognized expertise in sage-grouse ecology, wildlife permitting, and NEPA support. Her professional background includes leading biological assessments, supporting complex regulatory processes, and producing high-level technical authorship for state and federal projects. Tessa brings strong agency relationships and a robust research and publication record that strengthens Headway’s scientific rigor and regulatory effectiveness across the western United States.
Natalie Bue
Project Manager / Environmental Scientist
Natalie is an environmental scientist with extensive experience in environmental surveys, reports, and permitting, covering major legislation including the National Environmental Policy Act (NEPA) and Clean Water Act (CWA) Sections 401 and 404, mitigation banking, geomorphic surveys, and threatened and endangered species surveys.
Her experience also extends to ecological restoration and natural resource management including site preparation, planting plans, undesirable and invasive plant identification and removal, and post-restoration monitoring and maintenance.
Natalie is a licensed Herbicide Applicator for invasive species removal.
Cody Vicenik
Senior Environmental Specialist
Cody is a Senior Environmental Specialist with over 11 years of experience in biological resources consulting, environmental compliance, and field-based ecological assessments. He supports infrastructure and restoration projects across the Gulf Coast, Intermountain West, and beyond, with expertise in Clean Water Act (CWA) Section 404 permitting, threatened and endangered species evaluations, and compliance under NEPA and FERC regulations.
Cody’s technical skillset includes wetland and waterbody delineations, vegetation and wildlife surveys, erosion and sediment control planning, and SWPPP implementation. He has served in key roles—including Field Lead, Deputy Project Manager, and QA/QC Manager—on large-scale energy, pipeline, carbon capture, and renewable energy projects.
He is certified in Wetland Delineation and FERC Environmental Review and Compliance, and routinely works with multidisciplinary teams and regulatory agencies to ensure technically sound, regulation-compliant deliverables. His applied field knowledge and documentation expertise strengthen Headway Environmental’s ability to provide high-quality, defensible solutions that meet both environmental and project objectives.
Shelby Schroeder, MS
NEPA Specialist/ Project Manager
Shelby serves as a Project Manager and NEPA Specialist at Headway Environmental, with experience in environmental permitting, regulatory compliance, and NEPA technical reporting. Her work includes close coordination with Tribal Nations and agencies, supporting projects on and near tribal lands and serving as a key point of contact for tribal engagement and NEPA compliance. Shelby has contributed to Environmental Assessments, permitting documents, and grant-funded projects for federal, state, and tribal clients, and brings additional experience in biological surveys and water resource monitoring that supports interdisciplinary project delivery.
Mason Angel, EIT
Staff Ecological Restoration Engineer
Mason is an ecological restoration engineer with seven years of experience supporting stream and wetland restoration projects across the United States. His work focuses on geomorphic assessment, natural channel design, wetland restoration, and hydraulic and hydrologic analysis in support of resilient, regulation-compliant restoration solutions.
Mason supports ecological restoration engineering projects through field assessments, technical design, modeling, and construction support, and is Rosgen Level IV Certified and an Engineer-in-Training (E.I.T.).
John Cherry, EIT
Staff Ecosystem Restoration Engineer
John is a civil Engineer-in-Training with four years of experience in civil site design and water resources engineering. His background includes stormwater management, grading, utility design, and hydrologic and hydraulic modeling in support of ecological restoration and natural channel design projects.
John supports restoration engineering efforts through technical calculations, modeling, GIS analysis, and preparation of design and permitting documentation, and brings a strong site civil foundation to multidisciplinary project teams.
Kalene Kobs, PE, CFM
Staff Ecological Restoration Engineer
Kalene is an ecological restoration and water resources engineer with more than eight years of experience in stormwater management, hydrologic and hydraulic modeling, and flood risk mitigation. Her work focuses on integrating stormwater infrastructure, green infrastructure, and natural channel design to support ecological restoration and watershed resilience.
Kalene leads and supports restoration and water resources projects through modeling, floodplain evaluation, technical design, and permitting, and is licensed as a Professional Engineer in multiple states and a Certified Floodplain Manager.
